Military Connection: Military Ups Missile and Cyber Defenses

Recently, the U.S. Missile Defense Agency (MDA) began bolstering its security, including carrying out increasingly realistic tests of its missile defenses.

Officials from the MDA have begun undertaking these measures due to the fact that North Korea has fielded hundreds of missiles that have the capability of reaching U.S. forces based in Japan and South Korea. Despite the ongoing negotiations for a nuclear treaty, the MDA is also concerned with Iran’s development of more sophisticated missiles. These missiles endanger U.S. and allied naval vessels in the Persian Gulf, as well as commercial shipping on the Strait of Hormuz. The MDA contends that both North Korea and Iran could achieve the capability of launching an intercontinental ballistic missile as early as this year.

In March, 2015, the Pentagon launched a full review of missile defense programs and capabilities, a necessary action after the budget cuts to the Army and Navy. The review is being carried out by an office within the Joint Chiefs of Staff, with the intention of meeting defense requirements with the forces required under the new budget. But the demand for regional ballistic missile defense forces clearly exceeds what the military services are able to provide after budget cuts.

In the meantime, the MDA is carrying out more exercises to prepare for possible missile attacks, while increasing the tempo and complexity of its testing, reducing costs, and investing in new technologies.

The MDA is also working with the DOD’s chief weapons tester and military commands operating missile defense systems to ensure defense against escalating cyberattacks. The agency has completed dozens of inspections and tests to improve the cyber defenses of its weapons systems, guarding against attacks by insiders, and ensuring that contractors and suppliers do a better job protecting their computer networks. The MDA is also working with federal law enforcement to track and hunt down cyber attackers.

Military Connection: Top General Admits to Getting Counseling & Assistance

Military personnel are highly reluctant to ask for help when they are depressed because they do not want to be seen as weak. But untreated depression is the number one cause for suicide, so those who are depressed and do not seek help are at risk for suicide. So what can be done?

To combat the problem of suicides by special operators, General Joseph Votel, Special Operations Command, is speaking bluntly about seeking help. Gen. Votel is urging his troops to follow suit

This can feel like a contradiction to the training they receive to push past their pain to reach a target on the battlefield. But the rate of special ops suicides, compared to other services, is a direct reflection of the strain these selfless heroes experience.

Gen. Votel spoke to several hundred current and former troops at a recent Washington conference. “I have, with my family, sought counseling and assistance,” he said. He also said that the stigma against seeking counseling is starting to change.

Votel has since ordered an update in training of how to spot the signs of stress, and with the Pentagon’s health affairs, a budget of $15 million this fiscal year is being dedicated to behavioral health resources for special operations. That, along with another $10 million in the special operations budget towards behavioral health and suicide prevention efforts, and another $1.2 million for the spiritual domain- which includes giving chaplains suicide intervention training and basil counseling training will help combat the stresses placed on soldiers.

What has arguably helped the most is embedding psychologists and other types of counselors available in special operations units and also borrowing the practice of using “military family life counselors” for operators and families alike.

It is really important to remember that being in the military is highly stressful, and those who serve are at high risk for PTSD, depression, and suicide.

Even one suicide is one too many.

Military Connection: The Powerful Connection Between Mental Illness and Leadership

So often, there is a stigma attached to service men and women who struggle with psychological health concerns, but not many people know that some of our own Presidents shared these struggles.

No one would ever expect the general who led the Union army to victory in the Civil War to have a debilitating fear of blood. But Ulysses S. Grant did, in fact, suffer from Hemophobia. It is estimated that nearly half of the presidents, between 1776 and 1974, experienced symptoms of mental illness at some point in their lives. Additionally, at least 25% of these presidents experienced these symptoms during their terms as president. Of those 37 presidents, 18 exhibited signs of mental health issues, the most common being depression, followed by anxiety and alcoholism. One president was even said to suffer from Post Traumatic Stress Disorder (PTSD).

“There’s limited empirical data and lots of speculation based on historical records,” said Mark Bates, Deployment Health Clinical Center Associate Director for Population Health.

The Centers for Disease Control and Prevention have said that around half of Americans experience a form of mental illness at some point in their lives, with a quarter of Americans reporting an illness in the past year.

On top of having a stressful job, most presidents with mental health issues also struggled with a personal trauma while in office, such as the loss of a close family member. Others suffered from health issues. Franklin Delano Roosevelt had polio and couldn’t stand independently, while John F. Kennedy took large quantities of painkillers to soothe back pain sustained while in the military.

Mental illness and tough times may have helped shape the personalities of some of these presidents. The upside to anxious people is that they are often hyper vigilant and compassionate. People with depression often have a realistic view of events.

Military Connection: Warriors For Healing Event in San Diego

The VA estimates that as many as one in five Veterans who were combat deployed experience varying degrees of post-traumatic stress disorder (PTSD). The number of suicides among Veterans is over 8,000 per year, or an average of 22 per day. The unemployment rate among this era of Veterans remains higher than their civilian counterparts, and for years was more than 10%. As a result of their stressful experiences and subsequent conditions, Veterans are also experiencing record levels of substance abuse, domestic violence, incarceration, homelessness and suicide.

Many medical practitioners prescribe medications to treat symptoms of PTSD, depression, anxiety, and other mental conditions. But any positive effects from meds are only short term, often creating debilitating addictions, and do not help Veterans alleviate the underlying symptoms. It is for this reason that more and more service members and Veterans are turning to Yoga Science through Warriors For Healing (W4H), an organization with a stated mission to “spread awareness about the transformational science of Yoga Science and its effectiveness in combating stress and PTSD, and to grow delivery of these modalities nationwide.”

W4H was founded by Bhava Ram, a former NBC News correspondent, and is a direct reflection of his journey from hurt and despair to healing and wholeness.

Ram spent years traveling the world covering major conflicts, including Afghanistan in the ‘80’s and the first Gulf War. Ram suffered a broken back, and after a failed surgery, was told he would be permanently disabled. Ram began to suffer from depression and PTSD-like symptoms from the loss of his identity, chronic pain, and heavy medications. Just when he felt things couldn’t get any worse, he was diagnosed with stage four cancer, believed to be a result of the toxins he was exposed to during Desert Storm. He was given just two years to live.

Ram wanted to give up, but more so, he wanted to die with dignity, for his son’s sake. This vow led Ram to detox from all of the medications he had been taking, and ultimately, led him to the deeper mind/body practices of Yoga Science. Years later, Ram is still alive, and feeling better than ever.

Ram said, “Modern science calls it ‘Self-Directed Biological Transformation’ and has proven that through the therapeutic practice of Yoga, which include mindful motion, breathing, affirmation and guided visualization, remarkable levels of self-healing and self-empowerment are possible and accessible. These practice help alleviate the hyper-vigilance and depression of PTSD, calm uncontrollable emotions of anger and fear, and help us move towards balance, resiliency and inner-peace.”

On June 28, 2015, at the historic Hotel Del Coronado in San Diego, W4H and its founder will lead a 90 minute event at the Yoga Journal Live Conference. W4H will honor Veterans and supporters in an event that features special guests, live music, celebration of service, and of course–yoga! The W4H Event will be live-streamed to supporters and all interested viewers nationwide. All proceeds raised through sponsorships and donations to W4H Event Teams go to support programs that serve Veterans through Warriors for Healing, and its partners The Give Back Yoga Foundation and Connected Warriors Foundation.

W4H is asking for your support for the event, as this movement of selfless service seeks to raise $108,000 by June 15, 2015. Every $100 raised will provide one Veteran with guides and tools to combat PTSD, while every $250 donation provides guides and tools to combat PTSD, and “funds a mat” for a Veteran at the Yoga Journal Live event. Military Connection: Army Sergeant Jailed for Running Prostitution Ring

The Army’s honor has been tarnished by a GI prostitution ring at Ford Hood, ironically led by a former advocate for sexual assault victims.

Sgt 1^st Class Gregory Lynn McQueen Jr. was dishonorably discharged from the Army, and sentenced to two years in prison. McQueen initially recruited three young female soldiers into the ring. McQueen was planning to expand his “business” with a scheme to recruit GI prostitutes to service clients at swinger and stripper parties.

As part of a plea bargain, McQueen, a 21-year Army Veteran, admitted to pandering, attempted pandering, conspiracy to solicit a prostitute, failure to obey an order, dereliction of duty, cruelty and maltreatment, adultery and prostitution.

Also plagued by a similar scandal, the Air Force dismissed its sexual assault prevention officer, Lt. Col. Jeffrey Krusinski, when he was accused of assaulting a woman in Virginia. Word that McQueen was running a prostitution ring broke just one week later.

Retired Sgt. 1^st Class Jennifer Dice said that the assault prevention program is now broken, due to a lack of trust. Dice added that soldiers felt no one in the program, or Fort Hood’s leadership, cared about their problems.

Prosecutor Capt. Casey Biggerstaff said McQueen exploited weaknesses he saw in the women and those he sought to tempt with their sexual favors.

Friends and family described a different McQueen, one who has developed a strong faith in God and has been a good son and husband.

“He’s a good man, he’s a good man,” said his father, Gregory McQueen Sr. of Dallas. “

This isn’t McQueen’s first expulsion from the Army. Two years after joining the Army Reserve, he was expelled for failing a physical fitness test, bouncing checks, and failing to show up for duty. McQueen became a car salesman, but returned to the Army seven years later. He was deployed three times. In between his first and second tour, McQueen sold cars. After his third tour, he became a top Army recruiter in Georgia, signing up between eight and 13 people per month.

McQueen’s defense cited his work as a recruiter was good for the Army, but the prosecutors saw past the innocence and into his darkness.

“Sgt. McQueen was a salesman with a simple plan,” Biggerstaff said in his closing argument, “a plan to turn cash-strapped young females into tricks.”

Following the sentencing, McQueen, dressed in fatigues, handcuffs and leg irons, stared out a glass door at a van that would take him to a lockup in Belton, where he’ll await transfer to the stockade.

Military Connection: Why not Hire a Veteran?

There is no question that unemployment among Veterans is improving. The utilization of resources such as the MilitaryConnection.com Jobs Page, Virtual Job Fair, as well as other government and private sector initiatives have made headway in eliminating unemployment among Veterans. But our latest generation of war Veterans still encounter an unemployment rate that is higher than their civilian counterparts, evidence that there is still a need for hiring initiatives for Veterans.

At MilitaryConnection.com, we are committed to honoring service members and Veterans from all branches and components, as well as the sacrifices made by their families. It is the obligation of our nation’s citizens to provide considerations for those who sacrificed for our country. Therefore, hiring advantages and initiative for Veterans are necessary to give back to those who have sacrificed so much. But we also see the hiring of Veterans as advantageous opportunities for employers as well. Veterans entering the talent pool are equipped with unique experiences, talents and education that just can’t be found anywhere else. Savvy employers are taking notice.

Much like college, spending four or more years living and working on a military installation can be just as educational as living on a college campus. The military uses informal training, classroom instruction, online training modules, advanced testing and training review boards in their methods. In the military, service members are taught a multitude of technical, vocational and leadership skills, using real-world work environments to hone these skills. Unfortunately, too many employers don’t recognize the U.S. military as an educational institution.

Employers have also passed on hiring Veterans because of perceived skill gaps between military experience and private sector job requirements. But too often, these gaps can simply be attributed to the differences between military and corporate cultures. Employers who are interested in hiring qualified Veterans are encouraged to incorporate questions that address the functions of their military positions, and not just job titles and locations. Employers may find that most Veterans have a sharp knowledge of computer skills and administrative functions, even if their Military Occupational Specialty doesn’t suggest it.

The bottom line is that employers need to find ways to say “yes” to hiring Veterans. Business leaders claim to be constantly looking for the top talent. If this is the case, then why not start with a workforce whose talent, reliability and determination to succeed is mission accomplishment? Why not hire a Veteran?

Military Connection: Transferring Post 9/11 GI Bill Education Benefits

When it comes to paying for education for military without the Post 9/11 GI Bill, footing the bill for college isn’t easy. Those who qualify can transfer their Post 9/11 GI Bill benefits to their spouse or children. There are, however, a few things you need to know to successfully transfer the Post 9/11 GI Bill benefit.

The transfer rule was designed so career military members, who might already have the education they need, can pass them on to one or more family members. But not everyone who has the Post 9/11 GI Bill is qualified to transfer those benefits. You must have at least six years of service by the day you elect to transfer, with an agreement to obligate another four years. Additionally, you must have a minimum of ten years of active duty and selected reserve time, separately or combined. You aren’t allowed by service policies, such as high-year tenure, to obligate for another four years, but agree to serve the maximum remaining time allowed. Even if you are retirement eligible, you must obligate the additional four years or the max remaining time.

If you are married and/or have multiple children, you are allowed to split the benefit and give a portion to any combination of spouse and children. With that said, the family member must be enrolled in the Defense Eligibility Enrollment Reporting System, known as DEERS, and be fully eligible for military dependent benefits at the time of the GI Bill transfer.

You can transfer or modify how much of the benefit you give, or even revoke the transfer. This covers an ex-spouse if you get divorced, or married children, with the caveat that each dependent must have at least one month of benefits at the time you set up the transfer. You can always shift the benefit around later, even after you are discharged. But once you leave the service, you can’t qualify anyone new.

Your spouse is able to use the benefit immediately upon your transfer, once you separate, or when you retire, but within 15 years. If you have designated your child, he or she can only start using the benefits once you have put in at least 10-years of service.

Your dependent child must have their high-school diploma, or be 18 years old. While there’s no 15-year deadline, they must use it before they reach the age of 26.

You can only apply to transfer benefits while on active duty, so if you are considering this, start as soon as you are eligible. You’ll probably need to get some help with this process, so tap in on the resources available from your command career counselor or your personnel support detachment.

Because there’s obligated service required, that obligation must be made and documented in your record before you can finalize your benefit. You should apply for the transfer within 30 days of re-enlistment or extension. Sailors can work with the Navy Personnel Command’s G.I. Bill office to hold their transfer request until their obligated service can be verified in their electronic records.

Remember to check your application status. Check the milConnect web page routinely until the ‘Submitted’ status changes to either “Request approved” or “Request rejected.” If the request has been rejected, take corrective steps and resubmit the request.

The transfer is not complete until the status has changed to approved. Don’t let a small detail cause the application to be disapproved.

Military Connection: Army Begins Disposal of Chemical Weapons

The U.S. Army began destroying 2,600 tons of mustard agent at Pueblo Chemical Depot in Colorado. The nation’s largest remaining accumulation of chemical weapons is mostly contained in shells, and the Army used explosives to open the container inside a sealed chamber. The disposal process involves flooding it with another chemical to neutralize it.

Needless to say, extreme caution was exercised, making sure all the procedures were followed exactly. Mustard agent can maim or kill by damaging the skin, the eyes and airways.

Mustard agent was first used as a chemical weapon agent during the latter part of World War I, and caused injuries to a large number of soldiers. Many of them still suffered pain 30-40 years after they had been exposed, mainly as a result of injuries to the eyes and chronic respiratory disorders.

Mustard agent is a thick liquid, not a gas as commonly believed. It has no color and almost no odor, but it got its name because impurities made early versions smell like mustard.

The chemical munitions are being destroyed under a 1997 international treaty which bans all chemical weapons. It will take four years to destroy the Pueblo stockpile.

The Pueblo Chemical Depot isn’t the only one with a dangerous job at hand. In 2016 or 2017, another 523 tons of deadly nerve agents will be destroyed at Kentucky’s Blue Grass Army Depot. Blue Grass isn’t expected to finish until 2023.

The U.S. acquired 30,600 tons of mustard and nerve agents, but never used them in war. Nearly 90 percent of its original stockpile has already been destroyed, mostly by incineration.

Most of Pueblo’s stockpile will be dismantled and neutralized in a highly automated $4.5 billion plant built at the depot. Design and construction have taken years, and final testing and training are underway.

Military Connection: Air Force to Open New Nuclear Training Center

The Air Force Global Strike Command recently unveiled plans to create a new education center, designed to train leaders in the nuclear field.

The new facility will be known as the Nuclear Leadership Development Center, and will be housed at Barksdale Air Force Base, near Bossier City, Louisiana. The Global Strike Command intends for the center to help educate nuclear airmen, and make them better leaders. The new facility will help ensure that airmen get the proper training, find opportunities for assignments, and assist them in reaching their full career potential, while complementing other educational and professional development programs.

The Global Strike Command pushed for the new facility after growing concerns over the Air Force’s lack of focus on the branch’s nuclear mission, and the shortage of development opportunities for airmen in the nuclear field. The Global Strike Command hopes that the creation of the Nuclear Leadership Development Center will allow the Air Force to address those shortcomings, while bringing back a nuclear focus to the command’s education and professional development programs.

The Air Force has not yet released a date for the center’s opening, as the project is still in the planning stages. The Air Force is still developing a curriculum of both classroom and online training courses for airmen to take.

The center will first develop a curriculum of nuclear education and professional development for officers, and will later develop similar curriculum for enlisted personnel, as well as one for civilians. The purpose of the Nuclear Leadership Development Center will be to create a culture that inspires leaders and makes them nuclear experts.

A facility of this type will prove to be beneficial to the service members and civilians who are selected for education. Whether they choose to continue to serve in the Air Force, or other departments of the DOD, or eventually move on to become civilian contractors, training at a facility such as this could really boost both military and civilian careers.

Military Connection: Tricare Changes Coming

Historically, health care for military personnel and their dependents was provided in military medical facilities or through a referral system, by civilian medical personnel where military physicians were not available. After the second World War and Korea, access to care in military facilities became increasingly unavailable, due to growing demands on the system. To address this problem, Congress passed the Dependents Medical Care Act of 1956 and the Military Medical Benefits Amendments of 1966. The civilian health care program became known as the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). Tricare replaced CHAMPUS in the early 1990s.

Now, in the biggest overhaul of the military health system in over 20 years, the Military Compensation and Retirement Modernization Commission is proposing changes that will shift millions of beneficiaries to commercial, private-sector health plans.

It’s possible that the move could save the government billions of dollars. But more importantly, the changes could greatly enhance current healthcare services for nearly 9.2 million active-duty family members, retirees and their dependents.

It will fall to Congress to ultimately decide how Tricare reform proceeds, taking in to consideration the commission’s recommendations. The one thing that most all agree upon is that the Defense Department’s $49 billion annual health budget is out of control.

“We’ve got to do something with the current system because it’s just unsustainable,” said Sen. Lindsay Graham, R-S.C. “We’ve been wrestling this alligator for five years. I just sort of lose faith that we can take the current construct, the single-payer system … [and] make it as efficient as the competitive model.”

Providing more choice

The blue-ribbon commission released its final report in January, 2015, and it contained a number of healthcare recommendations.

The biggest impact on current troops and retirees under age 65 would be the recommendation to increase access, choice and value of health care for themselves and their family members, by allowing a choice of commercial insurance plans offered through a Department of Defense health benefit program, similar to the health plans offered to federal employees.

This would include HMO and PPO choices from companies like Blue Cross/Blue Shield, United Healthcare, Kaiser Foundation and more.Some plans could offer benefits that the current Tricare program doesn’t offer, such as acupuncture, chiropractic care and fertility treatments.

The composition of the commission included six retired military officers, a Navy reservist, and a Medal of Honor recipient.

The changes will affect everyone currently on Tricare Prime, Tricare Standard and Extra, Tricare Reserve Select, Tricare Retired Reserve and Tricare Young Adult.
