The Issue: Establish a federal tiered-hiring preference for members of the reserve component of the Armed Forces.

Immediate Action Required: Ask your senators to cosponsor S. 1320, the Military Reserve Jobs Act of 2013, by Sen. Joe Donnelly, D-Indiana and Sen. Ted Cruz, R-Texas

NGAUS supports S.1320, the Military Reserve Jobs Act of 2013,that would establish a federal tiered-hiring preference for members of the reserve components of the Armed Forces.  

The National Guard Bureau estimates that approximately 44 percent of the members of the Army National Guard and 70 percent of those in the Air National Guard do not qualify for veterans hiring preference from the federal government. Also, the Bureau of Labor Statistics reports higher unemployment rates for National Guard and Reserve veterans, particularly in the junior enlisted ranks, than for those within the active component.  

This bill will help many members of the National Guard find employment and, at the same time, bring to the federal workforce the skills and experience they have gained while serving in the Guard.

By creating a tiered approach, this bill is respectful of veterans who have served in active-duty billets, while also respecting and recognizing the contributions of Guard members and reservists. By better enabling Guard and Reserve members to join the federal workforce, this bill not only honors their military service, but also promotes future recruitment, retention and readiness.

Please contact your Senators and urge them to cosponsor this bill and support the associated NDAA floor amendment that will be introduced by Senators Donnelly and Cruz in the coming weeks.
