Answer: Veterans who have served at least 90 days of active duty service after September 10, 2001 will qualify for the new Post-9/11 GI Bill. Unlike REAP benefits, active duty service will be counted cumulatively and not based on the single longest deployment. Also Reserve and National Guard members with 3 years of active duty service after September 10, 2001 can now qualify for full GI Bill benefits.

Generally only federal activations count toward total active duty service, training and state call ups do not qualify. Those veterans who qualify for the REAP GI Bill will have the option to choose which benefit best suits their need.

A reservist who has used up their Active Duty GI Bill and has additional eligibility under either the Reserve GI Bill or REAP can transfer that eligibility to the Post-9/11 GI Bill. They must make an irrevocable election to utilize the Post-9/11 GI Bill and the amount transferred cannot exceed 48 months of benefits minus the amount used under the Active Duty GI Bill.
