Military Connection: Veterans Small Business Expo: By Debbie Gregory

NVSBEAttention all Veterans: The fourth annual National Veterans Small Business Engagement (NVSBE) is now open for registration.

The NVSBE will be held on December 9-11, 2014, at the Georgia World Congress Center in Atlanta. With 3,000 attendees expected, as well as more than 400 exhibitors and 25 government agencies, the NVSBE is a must-attend event for Veteran-owned small businesses.

The theme of this year’s NVSBE is “ACCESS” which stands for Advocate, Create, Commit, Expand, Strengthen, Sustain. ACCESS will present Veteran-owned Small Businesses and Veteran entrepreneurs with unique access to hundreds of financiers, advisers, contract and franchising opportunities, and procurement decision makers representing dozens of government agencies and large corporations.

The activities for the three day event are designed to aid in the success of Veteran business ventures. The Agenda for each day includes breakout learning sessions, symposiums, luncheons and receptions. The learning sessions consist of dozens of topics that attendees can register for, according to their needs. Topics include creating a small business, business expansion, financing your venture, government contracts, Veterans assistance, procurements, sustaining a small business, leadership, service-disabled Veteran-owned business resources and more. The last day of the event includes one-on-one follow-up meetings with procurement decision makers and program professionals.

This year’s NVSBE will also include a presentation by VA secretary Robert McDonald, allowing him to share his vision for the department with attendees at the luncheon, scheduled for Thursday, December 11th. There will also be meet and greet opportunities with corporate executives and networking sessions.

Freedom AwardNational Guard and Reserve members- does your employer go above and beyond to assist you with your service obligations? If so, then perhaps you should nominate your employer for a 2015 Freedom Award.

The Freedom award is presented by the Employer Support of the Guard and Reserve (ESGR), an office of the Department of Defense (DOD). The award is the nation’s highest honor given to civilian employers for their efforts in support of their National Guard and Reserves employees. The ESGR determines which employers are deserving of the prestigious award through nominations made by current members of the Guard and Reserves.

Members of the Guard and Reserve make up nearly half of our nation’s military force. These citizen-soldiers provide essential services to maintain national security and conduct humanitarian efforts at home and abroad. The cooperation of their employers eases the burden of sacrifice on service members, and helps keep our military prepared and our nation protected.

In 1996, then-Secretary of Defense William Perry presented the first Freedom Awards to Schneider National, McDonnell Douglas, National Life of Vermont, Tektronix, and United Parcel Service (UPS) Central Florida District. Since then, up to fifteen Freedom Awards are presented each year. A total of 205 employers have received the award.

The ESGR is asking for members of the Guard, Reserves, or family members acting on their behalf, to submit nominations for employers at www.FreedomAward.mil by Jan. 19, 2015. Nominations for employers from companies of all industries, functions and sizes will be accepted, so long as they are the service member’s current employer. Each year, a Freedom Award ceremony is held in Washington, D.C. to present the awards to deserving employers.

Untitled-2Thousands of separating airmen will receive medical benefits after a benefits snafu.

More than 4,000 members of the U.S. Air Force were approved for the Voluntary Separation Pay (VSP) incentive program for fiscal year 2014. According to USAF policy, airmen transitioning by way of the VSP program are not eligible for benefits under the Transition Assistance Management Program (TAMP), which include 180 days of Tricare medical coverage while they transition.

But administrative personnel at some installations did not correctly input the transition service members’ status. This error cause more than 1,000 of the separating airmen to be mistakenly granted healthcare benefits, only to have the Air Force revoke their coverage once the mistake was caught. Many of the airmen were issued Tricare cards, and some of them used the card to pay for medical treatment. Naturally, the correction of the error created a feeling of discontent and betrayal among these new Veterans, especially the ones who had incurred medical bills.

On October 31, 2014, USAF senior officials authorized the granting of medical benefits for Air Force personnel separating from active service by way of the 2014 VSP program. This benefit will be for all airmen separating under that program, not just the ones who were incorrectly promised medical benefits.

An official release from the Air Force, dated October 31, briefly described the reason for the provision:

“Based on inconsistent issuance and confusion with transitional medical benefits for Airmen separating under the VSP program, the Air Force requested clarification from the Office of the Secretary of Defense General Counsel. A review of the law (10 USC 1175a) determined that the Air Force is authorized to pay the transition assistance management program (TAMP) benefits to Airmen separated under VSP.”

The release also said that the airmen will receive instructions regarding implementation of the TAMP benefits in November. Other benefits offered through TAMP include exchange, commissary, and Morale, Welfare and Recreation (MWR) privileges for airmen who commit to serve in the Inactive Ready Reserve.

Each branch of the military implemented an incentive program to decrease their force size, as instructed by the Department of Defense. While some guidance and budget has been provided by the DOD, each branch is able to administer their own program as they see fit.

According to the Air Force, 4,247 of their personnel separated from active duty through the VSP program.

Military Connection: Military Family Month: By Debbie Gregory

Military familyNovember 11th is Veterans Day, a day set aside to honor and recognize the sacrifices made by the men and women who have served in our military. While the citizens of this country could never do enough to show their gratitude to Veterans, over the last several years, government projects, corporate events and individual personal initiatives have made honoring military Veterans a 365 day a year occasion. But often, the sacrifices made by the families that support our men and women in uniform get overlooked. That is why, since 1993, November has been declared Military Family Month.

In a statement issued on October 31st, President Obama proclaimed November 2014 as Military Family Month to acknowledge the tremendous contributions military families make in support of our service members and our nation. The proclamation said:

“During Military Family Month, we recognize every spouse, parent, sibling, child, and loved one who stands with our service members, and we reaffirm our solemn vow to serve these families as well as they serve us.”

Military families contribute more to the war effort that they will ever know. Their letters, emails, care packages and love help service members through the hardest times. Often, even the memory of time spent with loved ones can boost a service member’s morale. But what most Americans don’t always see are the sacrifices made by the military family members who don’t wear a uniform.

While all of today’s service members have volunteered to serve, their families, especially their children, did not. And they sacrifice a great deal too. Spouses single-handedly manage their households while their loved ones are deployed. Children of service members often go months without their military parent being able to attend school functions, sporting events, holidays and birthdays, not to mention just being physically present in their lives. Often times, parents and other family members help their service member pay bills, raise children, care for their pets, and maintain vehicles and property while their hero is deployed.

Being a military family member is a tough job, one that is often thankless and full of hardships. Please do all that you can to honor, recognize and thank military families in your community.

F-35CNavy pilots in Virginia got the first glimpse of the F-35C at Naval Air Station Oceana. But when will they get to fly one?

The F-35C multi-role stealth fighter is the most advanced aircraft in production. But considering budget constraints, as well as the F-35 Lightning II’s current price tag (up to $116 million per aircraft) production has been delayed several times. Since the first F-35 was unveiled in 2006, the program has been grounded more than a dozen times for various reasons and issues.

There are five major variations of the F-35:

The F-35A is intended for use primarily by the U.S. Air Force. It is the most well-rounded type, as it is lighter, faster and smaller than the others. Without the additional modifications of the other models, the F-35A is equipped for conventional take-offs and landings on a traditional runway. The U.S. Air Force is slated to buy 1,763 F-35A’s.

The F-35B is modified for vertical takeoffs. This model is similar in size to the F-35A model, but the fuel capacity is about one-third less. The F-35B model is intended for use by the U.S. Marine Corps, who intends to purchase 340 of them.

The F-35C is modified for use onboard aircraft carriers. This model has a wingspan of 43 feet versus 35 on the A and B variants. With larger wings and larger tail control surfaces than the other models, the F-35C is built to take off and land on the short runways of naval carriers.  The wing tips of the F-35C are also designed to fold, leaving more room on a ship’s flight deck. This variant also carries over a thousand more pounds of fuel, allowing for a range of 1,400 nautical miles over the A-type’s 1,200. The U.S. Navy has planned to buy 480 F-35C’s.

The F-35 is the fifth generation of stealth aircraft, but its capabilities are well beyond those from earlier generations. The F-35 has cameras built into the hull, which offer a 360-degree view for pilots. Along with the enhanced view, pilots can target contacts simply by looking at them.

Another feature that the F-35 possesses is the ability to store ordinance in bays built into the wings of the aircraft. Older generations housed ordinance on the wings. The F-35 feature assists with the aircraft’s ability to avoid being detected by radar.

While many politicians, military officials and taxpayers have been troubled by the F-35 program’s rising cost and delays in production, pilots around the U.S. military are salivating at the chance to fly them.

While seven military bases have already begun training programs for pilots, it could be a several years before the F-35 begins its designed purpose of replacing older platforms in the USAF, USMC and USN fleets. And it could be a decade before the aircraft are combat-ready.

Military Connection: US Sailors Assaulted in Turkey: By Debbie Gregory

US Sailors AttackedOn Wednesday, November 12, 2014, three U.S. Sailors were attacked in Istanbul, Turkey. The trio were on liberty from the USS Ross (DDG-71).  A Youtube video of the attack shows the assault on the unsuspecting service members.

A group of fifteen to twenty young adult males approach the sailors and made the following declaration:

“You declare that you are members of the U.S. Army. And now, because we define you as murderers, as killers, we want you to get out of our land.”

After the speech, the group started throwing unknown objects at the sailors. Members of the mob kept chanting “Yankees go home.” This escalated into members of the group shoving and then trying to forcibly restrain the sailors so that they could put plastic bags over their heads.

The sailors did not fight back and were not seen to yell any retorts to the mob. They escaped as soon as they were able to.

An anti-government, anti-American, far-left revolutionary group called the Youth Union of Turkey claimed responsibility for the attack. While the incident was arguably not intended to kill or seriously harm the sailors, it is obvious that the demonstration was clearly planned. The speaker for the mob had a practiced speech, and he seemed determined to stick to it. Members of the mob came prepared with banners, projectiles, and the plastic bags to place over the sailors’ heads. But clearly, based on sheer numbers, the protestors could have seriously harmed one or more of the sailors very easily, had they wanted to.

The Turkish government has publicly condemned the demonstration. However, it was reported that twelve members of the mob had been detained by Turkish police and let go without any charges. The video clearly shows that several members of the mob assaulted the sailors with projectiles, and also laid hands on them. It is a shame that our NATO ally allowed this treatment of our service members to happen without even a slap on the wrist.

However, this is not the first time. In 2013, members of the Youth Union of Turkey confronted a group of German soldiers and attempted to put bags over their heads.

Tensions between U.S. and Turkey have been stewing due to negotiations to allow the U.S. military to carry out airstrikes from air bases in Turkey, which borders both Iraq and Syria.

So far, it is not clear what effect, if any, this attack against American sailors will have on U.S./Turkish relations.

Army Vet killedThe loss of any life is never easy. But there is something more devastating about a situation when a Veteran survives their enlistment, only to be gunned down in their own neighborhood after returning home.

Just months removed from his Honorable Discharge from the U.S. Army, Francisco (Frankie) Garcia was killed by a gunshot wound in his hometown of Sylmar, California, early Sunday, November 9, 2014.

Garcia, 21, was attending a party thrown in his honor at his girlfriend’s parents’ home. As the evening grew late, Garcia and few of his friends decided to walk to another party that was happening nearby.

At approximately 2:00 am, two cars pulled up to the group of friends. One male suspect exited an SUV and began a verbal exchange with Garcia. The suspect then went to the second vehicle, a white sedan, and received a firearm from one of the vehicle’s occupants. The suspect began firing, and Garcia and his friends ran to escape the danger. Garcia was the only one who was shot. The Veteran died at the scene from multiple gunshot wounds.

Witnesses say that the suspect and Garcia knew each other, but the extent of their relationship, or how it came to such a catastrophic conclusion is not yet known. It is not believed that the suspect attended the party earlier that day.

On Veterans Day, a suspect was arrested in connection with the murder of the Veteran. LAPD arrested Sylmar resident Vincent Estrada, 18, while driving with his parents. Estrada’s bail was set at $1 million. It has not been confirmed whether Estrada is believed to be the shooter or one of the occupants in the two vehicles.

Pvt. Garcia was a cannon crew member in the Alpha Company of 4th Battalion, 25th Field Artillery Regiment, 3rd Brigade Combat Team, which recently deactivated. His Army service ran from June 2012 to July 2014, all at Fort Drum.

Family and friends report that the young Army Veteran had been working as a security guard, and was pursuing a career in law enforcement. He will be mourned as a Veteran, a son, a brother and a friend. Our condolences go out to the Garcia family, the community of Sylmar and the Veteran community. Rest in peace, Pvt. Garcia.

Military Connection: Military Ebola Response Team: By Debbie Gregory

Department of Defense Ebola trainingThe U.S. military is preparing to defend its nation against the Ebola Virus.

The Department of Defense formed a 30-member team, comprised of ten critical care nurses, ten noncritical care in-patient nurses, five physicians who have experience with internal medicine, critical care and infectious disease, and five other healthcare professionals with infection control specialties. The team has been undergoing training at the San Antonio Military Medical Center so that they can be prepared to “rapidly and effectively respond to new cases of Ebola within the U.S.”

This is an unprecedented mission among the medical corps, one that, until now, could have only existed in a motion picture. If this were a movie, this group of military medical professionals would surely have a catchy name like “The E-Team.”

This team of doctors and nurses, from all branches of the military, make up the first line of defense for the American public. Americans know little about the Ebola virus, other than the horror stories that they see on the evening news. While a widespread Ebola outbreak is less likely to occur in the U.S. due to sanitation and access to medical care, rapid treatment and containment against the spread of the virus are crucial to ensuring that isolated cases don’t become epidemics.

The team was recently visited by the Army’s Surgeon General, Lt. Gen. Patricia D. Horoho. The general made the trip to San Antonio in order to show her appreciation to the men and women for their undertaking.

“I just wanted to be able to come by, to be perfectly honest, to look everyone in the eye and say thank you,” Lt. Gen. Horoho said. “Thank you very much for your agreement to do this…”

Horoho expressed her own appreciation as well as the gratitude of her fellow service surgeons general, Navy Vice Adm. Matthew L. Nathan and Air Force Lt. Gen. Thomas W. Travis.

“We are very, very proud of those who are serving in military medicine,” Lt. Gen. Horoho continued, “and I think you should be proud that the nation, when it was most concerned, turned to military medicine.”

The military medical officials are not the only Americans who are appreciative of the work that these service members are doing. There are millions of American citizens who will breathe easier now that this team is on the job.

Like all members of the U.S. military, the members of the E-team hope that they never have to put their training to use. But these men and women will answer the call if needed, in service to their country.

campwilliamsMembers of the Utah National Guard are in hot water after allowing a video, complete with bikini-clad women riding tanks and firing high powered weapons, to be shot on their installation.

An internal investigation conducted on Camp Williams in Bluffdale, Utah, found that a film crew shooting a risqué “behind the scenes” video of a pinup calendar was escorted on to the installation where the Utah National Guard trains. The women wore suggestive clothing, rode in military vehicles, and even fired weapons.

An unidentified non-commissioned officer, with a 19th Special Forces detachment headquartered out of Draper, Utah, has been relieved of his leadership position. He also faces a reprimand and forced early-retirement. At least three other unidentified soldiers will also face lesser disciplinary actions. All four soldiers were ordered to reimburse the Utah National Guard approximately $200 to cover the cost of the fuel that was consumed during this escapade. Two members of a local police SWAT team also appeared in the video, in uniform, and also face disciplinary action from their superiors.

A statement in defense of the four soldiers indicated that the members of the Utah National Guard didn’t supply the crew with weapons or ammunition, and that the makers of the video brought and used their own. The investigation apparently confirmed this report.

This may be even more troubling, as the film crew, which included foreign nationals, brought weapons and ammunition onto a U.S. military site and fired them. To say that these service members made a foolish mistake is grossly understating the situation. Many commenters, including Veterans, are wondering what the harm in the situation was. Well, not only were military vehicles and property misused for a frivolous, if not completely inappropriate purpose, but security was breached and most importantly, the uniform was disrespected.

For more than a century, the U.S. military community was an all-boys club. Men assigned to fight in all-male units were allowed to talk and act differently than they are today. Military leadership counseled, motivated and fraternized differently with their “men.” But today’s modern military is a diverse fighting force, made up of men and women from all ethnicities and ideologies. Things that were normal “back in the day” just aren’t acceptable now. This means that allowing a bikini photo shoot should not be allowed.

But at no time was it ever acceptable to allow visitors onto a military installation with weapons and ammunition. This lapse in judgment is disappointing, to say the least. The reason that I am writing about it is to state clearly that this behavior would have been wrong yesterday, and is wrong today. It should not be shrugged off as “old fashioned fun,” but viewed as a stupid decision that should never be repeated.

Military Connection: More USAF Officers Disciplined: By Debbie Gregory

3 commandersIt can be argued that the function of the Air Force’s nuclear missile community is among the most sensitive operations in the entire U.S. military. But recently, issues with discipline, leadership, morale and training have plagued the USAF commands in charge of nuclear missiles. Consequently, two nuclear commanders were fired and a third was disciplined.

On November 3, 2014, Col. Carl Jones, vice commander of the 90th Missile Wing at F.E. Warren Air Base in Wyoming was relieved of his duties, and reassigned as a special assistant to the wing commander. The 90th Missile Wing is responsible for 150 Minuteman 3 nuclear intercontinental ballistic missiles. It has been reported that Col. Jones was dismissed “for a loss of trust and confidence in his leadership abilities.” Reports of multiple incidents of extreme behavior prompted allegations of conduct unbecoming an officer and a gentleman, as well as cruelty and maltreatment of a subordinate.

The other officer who was relieved of command was Lt. Col. Jimmy Brown of the 741st Missile Squadron at Minot Air Force Base in North Dakota. Brown was relieved of his duties for apparent “loss in confidence” in Brown’s ability to lead his squadron by Col. Michael Lutton, commander of the 91st Missile Wing, which oversees the 741st.

One of the main incidents that led to Lt. Col Brown’s dismissal occurred in March, 2014, when crew members under his command fell ill due to exposure to fumes. Air Force leadership believe that Lt. Col Brown failed to fulfill his responsibilities as a commander by ensuring the safety and well-being of his airmen.

Another officer in the 91st Missile Wing disciplined after the investigations at Minot AFB was. Col. Richard Pagliuco, commander of the 91st Operations Group, which is in charge of all three missile squadrons at Minot.  The Air Force found that Col. Pagliuco “failed to promote and safeguard the morale, well-being and welfare of the airmen under his command.” Although Col. Pagliuco received disciplinary action in the form of a letter in his personnel file, he remains at his position.

The punishments issued to these three commanders were the latest in a series of dozens of disciplinary actions against senior nuclear officers over the last two years.

In June, 2013, Lt. Col. Randy Olson, commander of the 91st Operations Support Squadron was fired. Olson was responsible for the training and proficiency of launch officers at Minot. Shortly after his dismissal, stories emerged that 19 launch officers had been taken off the job.

In August, 2013, Col. David Lynch was fired as commander of security forces for the 341st Missile Wing, following a failed nuclear inspection.

And in March, 2014, nine officers were dismissed at Malmstrom Air Force Base in Montana, following an investigation into an exam-cheating scandal. Col. Robert Stanley resigned, and wrote in a goodbye message that he regretted having let down the American people. On the same day, the 90thMissile Wing at F.E. Warren disclosed that it had fired Col. David Holloway, but never released a full explanation as to why.
